The Guam Department of Public Health and Social Services (DPHSS) is advising residents that November 2025 Supplemental Nutrition Assistance Program (SNAP) benefits may be delayed as a result of the ongoing federal government shutdown. The U.S. Department of Agriculture (USDA), which funds SNAP, has informed states and territories that federal appropriations for the program have been disrupted.
DPHSS urged SNAP recipients to plan and use their benefits carefully in anticipation of potential delays. “We understand the uncertainty can cause concern, so we encourage families to budget carefully, purchase essential food items, and make their benefits last throughout the month,” said DPHSS Director Theresa C. Arriola.
The department said it is closely coordinating with the USDA Food and Nutrition Service to monitor the situation and will issue updates as soon as new information becomes available. DPHSS emphasized that the agency remains committed to ensuring Guam’s families continue to receive timely and accurate updates.
