The U.S. Navy, working with Joint Region Marianas, has announced a new housing initiative aimed at providing sufficient homes for service members and their families as Guam prepares for an expected increase in military personnel over the next decade. With demand for housing projected to rise, the effort is intended to support mission readiness while ensuring family stability.
The initiative will be carried out in two phases. Phase 1 calls for developers to submit information on available homes and land suitable for new housing by Oct. 10. Based on those responses, the Navy expects to launch Phase 2 in late 2025 or early 2026, inviting selected developers to submit detailed proposals.
Housing needs outlined in the solicitation include two- to four-bedroom homes for families, as well as apartments and facilities for single service members. At least 75 percent of the proposed housing should be located in Guam’s central region, with initial units available as early as 2028 and more delivered through 2032. The Navy has indicated flexibility in partnership models, including lease, lease-to-purchase, or purchase agreements.
“This effort is not just about meeting housing numbers,” said Rear Adm. Brett Mietus, commander of Joint Region Marianas. “It’s about ensuring our military members have the quality of life they deserve. We must explore every avenue from innovative partnerships and efficient construction to maximizing existing resources.” The solicitation has been posted on the federal contracting website, with participation in Phase 1 required for developers to advance to Phase 2.
