As the federal government shutdown enters another week, Guam Delegate James C. Moylan announced Friday a list of local relief options available to furloughed federal workers and contractors impacted by the ongoing funding lapse. Moylan said his office is working to coordinate support with local agencies to help families facing financial uncertainty. “These are real concerns, and our office is fighting every day to make sure no one faces hardship alone,” he said.
Moylan’s office has reached out to utility agencies including the Guam Power Authority and Guam Waterworks Authority for hardship assistance programs that may include deferred payments, waived late fees or temporary suspension of disconnections. Mortgage relief options may also be available through Fannie Mae and Freddie Mac servicers, while renters are encouraged to seek grace periods through property managers. Federal housing aid programs such as Section 8 and HUD-VASH remain active, though tenants are still required to pay their portion of rent.
Major telecommunications providers—GTA, Docomo Pacific and IT&E—are offering payment extensions to affected customers based on eligibility. Moylan also reminded federal employees that they are legally guaranteed back pay once the shutdown ends, while federal contractors may not qualify. “If you’ve been formally informed that you will not receive back pay, please contact our office immediately,” Moylan said, adding that furloughs are temporary and do not constitute job termination.
