A man with an extensive criminal history was charged Friday in the Superior Court of Guam after allegedly exposing himself and urinating near Agana Heights Elementary School while children were at lunch, court documents show.
KC Rayphand, also known by numerous aliases including Temme Heatson and Envy Ramond, was charged with indecent exposure as a misdemeanor and public drunkenness as a violation. A magistrate set bail at $2,000 cash.
According to an affidavit of probable cause filed by Assistant Attorney General Aaron Boyce, officers responded to the Agana Heights Baseball field around 11:23 a.m. on May 15 after receiving a report of a drunk person in the area. Agana Heights Mayor Richard Arroyo told responding officers he had been monitoring the suspect's behavior.
Officers observed Rayphand walking in the area drinking beer before he walked toward the elementary school, exposed himself and urinated near the school. The officer noted he could hear children playing and yelling at the school, which appeared to be during the lunch hour.
When approached, Rayphand struggled to stand. Officers noted his eyes were bloodshot and he had a strong odor of alcohol on his breath. He was arrested at 11:30 a.m.
Court records show Rayphand has 15 prior convictions and 43 prior arrests dating to 2011, including prior charges of assault, terrorizing, criminal sexual conduct and public drunkenness. He also has three prior bench warrants for failing to appear and is currently on pretrial release in a separate felony case.
