A 45-year-old man has been charged in two separate drug-related cases following a traffic stop in Yona and an earlier investigation in Dededo, according to magistrate complaints filed by the Office of the Attorney General.
David Edward Rosario, also identified as David Junior Toves Rosario, was arrested Jan. 25, in connection with both cases.
In the first case, an affidavit by Assistant Attorney General Lucas Wood states that a Guam Police Department officer encountered Rosario on May 23, 2024, around 5:45 a.m. while on patrol near an open field off Route 3, commonly known as Model Airplane Road, across from Okkodo High School. The officer reported finding Rosario slumped over the steering wheel of a parked vehicle.
According to the affidavit, the officer observed baggies containing a white crystalline substance believed to be methamphetamine and an improvised glass pipe inside the vehicle. Rosario allegedly told officers he was given approximately 12 grams of the substance with instructions to sell it for $100 per gram. A field test later returned a presumptive positive result for methamphetamine. Rosario was released during the initial investigation and arrested at a later date.
In the second case, Rosario was stopped by police around 8 a.m. Jan. 25, on Sister Mary Eucharita Road in Yona for expired registration tags. During the traffic stop officers witnessed a "sponge" the type "often used for cooling methamphetamine pipes. A subsequent search, officers reported finding a glass pipe and a baggie containing a white crystalline substance that tested presumptive positive for methamphetamine.
He is charged with possession of a Schedule II controlled substance with intent to deliver, a first-degree felony; possession of a Schedule II controlled substance, a third-degree felony; and an additional felony possession charge under Title 9 of the Guam Code Annotated.
