Man charged in Barrigada gas station kidnapping after pursuit

*A man accused of kidnapping a driver at a Barrigada gas station is facing multiple felony charges after a police pursuit that ended in a crash, according to a magistrate’s complaint filed in the Superior Court of Guam.

David Jesus Quichocho, allegedly asked the victim for a ride to a clinic Feb. 12, then retrieved a shoulder bag and told the victim he had a gun and knife, warning he would not use them if the victim complied.

The victim told investigators Quichocho later displayed a knife during the drive. After arriving at the clinic, Quichocho allegedly used the victim’s phone to call his girlfriend, identified as Juanette Nicole Pangelinan, then directed the victim to drive to her location. The victim said he was ordered to switch seats and complied out of fear, while Quichocho claimed gang affiliation and displayed a red bandana.

Pangelinan and her minor daughter later entered the vehicle. While traveling on Route 15, police attempted a traffic stop, but investigators allege Pangelinan told Quichocho to flee. The pursuit continued along Routes 15, 10 and 4 as the child cried and the victim repeatedly asked Quichocho to stop.

The chase ended when the vehicle struck a utility pole on Route 4.

Video circulating online appears to show a man standing with his arms raised while two suspects flee. Officers then chase the fleeing suspects while the man who remained is ordered down, subdued and restrained with a firearm pointed at him. The two suspect were also shown detained.

Prosecutors say the victim’s account was corroborated by text messages sent during the incident.

Quichocho is expected to be formally charged with first-degree felony kidnapping with a deadly weapon allegation, child abuse and terrorizing, reckless driving with injuries, eluding police and driving without a license. Pangelinan is charged with criminal facilitation and held on $5,000 cash bail.

The case was filed by the Office of the Attorney General under Douglas Moylan. A magistrate’s complaint contains allegations that have not been proven in court.
