A man already behind bars awaiting trial in the armed robbery of Korean tourists in the parking lot of the Guam Premier Outlet in February, is facing additional charges in a separate case involving the sexual assault of a minor.
According to the affidavit of probable cause, Jimmy Moses Hadely is charged with two counts of first-degree criminal sexual conduct and attempted first-degree criminal sexual conduct stemming from reported filed with Healing Hearts Crisis Center on March 20 alleging the repeated sexual assault of a 15-year-old minor since she was eight years old.
The minor recalled multiple incidents that began first began in 2018 involving sexual assault, in one incident described by the minor alleged that when she was 8 years old an intoxicated Hadely walked into a bedroom fully naked and raped her. In another incident the minor recalled awaking to Hadley sexually assaulting her before her mother walked in the room and saw the minor naked from the waist down. When the mother questioned the daughter about the incident, the minor allegedly "repeated Hadley's response.
Two additional sexual assaults allegedly occurred in December 2025. In one incident the minor recalled that Hadley made sexual advances toward the minor who refused. Hadley allegedly threatened to "beat up" the minor for the refusal but eventually stopped his attempts and left the room. The last incident occurred on or about December 29, 2025, in which the defendant allegedly gave the minor a "sweet tea" beverage that made her feel "dizzy," before raping her.
The allegation brought against Hadely have raised concerns as he has a long history of arrests and charges related to violent crimes including criminal sexual assault, aggravated assault, and harassment. he was also implicated in the 2017 murder of detainee Manson Isar at the Hagatna Detention Facility, which never proceeded to trial.
When charged in the new case Hadley was already detained with bail set at $100,000 for the armed robbery allegations.
