The Guam Police Department has arrested 52-year-old Richard Ybanez, in connection with a terrorizing complaint involving a firearm at the Guam Regional Transit Authority offices in Upper Tumon.
According to GPD, the incident was first reported to the Central Precinct Command on Oct. 4. Investigators say the report stemmed from an argument at the GRTA office, located within the Department of Public Works compound, where Ybanez, the former executive manager, allegedly removed a holstered firearm from his backpack and placed it on a table. The victim told police they feared Ybanez might use the weapon and were afraid to return to work.
The Criminal Investigation Section conducted a follow-up investigation on Oct. 10 and interviewed both the victim and a witness three days later. Officers then located Ybanez at his home, where he consented to the confiscation of his registered firearms.
Ybanez was arrested for terrorizing, processed, and confined at the Department of Corrections. The case has been forwarded to the Office of the Attorney General for review and disposition, according to GPD. The investigation is now closed.
