A 46-year-old man was arrested Thursday night after Guam police officers reported finding a bag containing a substance that later tested positive for methamphetamine inside his pocket, according to a magistrate’s report filed in Superior Court.
Police responded to a car alarm in the Harmon area around 8:35 p.m. on Oct. 16 and located a silver 2007 Subaru Impreza filled with smoke and a lone male inside, described as “bouncing around as if searching for something,” the report stated. When police approached the vehicle, the driver’s side door opened and emitted white smoke. The driver, who was sweating heavily, was identified as Isidro Lutilima Manglona Jr., according to court documents.
Manglona reportedly told the officer he was trying to start the car and said, “Sorry, I’m trying to start the car but the alarm keeps going off,” the report stated. Police said Manglona did not provide a driver’s license or vehicle registration and appeared nervous, with his leg shaking while he kept his right hand near a bulge in his pocket. He consented to a search, and police said they found a partially open black pouch containing a clear resealable bag with a “rock-like substance” believed to be methamphetamine. Manglona also admitted to owning a “bong” found on the passenger seat, according to the affidavit.
At the police station, officers used a NARK II narcotics analysis reagent kit to test the substance, which yielded a presumptive positive result for methamphetamine, documents state. Manglona was arrested at 9:45 p.m. for illegal possession of a controlled substance. The Office of the Attorney General charged him with possession of a Schedule II controlled substance as a third-degree felony in violation of Guam law.
