Senator Shawn Gumataotao announced that Bills 51-38 and 73-38, which authorize the transfer of unused government lands for the development of public safety facilities, have been signed into law. The measures designate property for a new Guam Police Department precinct in Yigo and a Public Safety Communications Center in Barrigada Heights.
Gumataotao said both bills were introduced at the request of the Guam Police Department and received support from Yigo Mayor Frances Lizama, Barrigada Mayor June Blas, and the respective Municipal Planning Councils. He emphasized that the legislation aligns with efforts to prioritize public assets for the benefit of the island community amid broader discussions about Chamorro Land Trust Commission properties.
“With these new laws in place and with the assistance of other government of Guam entities, GPD must work diligently to identify financing options required for the design and construction of a new Police Precinct and Public Safety Communications Center,” Gumataotao said. He also encouraged GPD and the Guam Fire Department to collaborate with federal and military agencies to pursue funding opportunities that could enhance civilian-military coordination and emergency response.
The senator credited the passage of the measures to a strong partnership between law enforcement, public safety officials, and the Legislature. “I thank my colleagues for joining me in prioritizing unused CLTC lands for much-needed facilities that will improve our collective ability to ensure the safety and well-being of all who call Guam home,” he said.
