Governor Lou Leon Guerrero announced today that Krystal Paco-San Agustin, Director of Communications for the Office of the Governor of Guam, will be leaving her role effective at the close of business on January 9, 2026.
“Krystal has been a steady, disciplined, and trusted voice for this Administration during times when clear communication was essential to public confidence,” said Governor Leon Guerrero. “Through the COVID-19 pandemic, the dengue outbreak, and the response and recovery following Typhoon Mawar, her leadership helped ensure our community received timely, accurate information—and understood what government was doing and why.”
Paco-San Agustin joined the Leon Guerrero-Tenorio Administration in January 2019 as Press Secretary and was appointed Director of Communications during the height of the COVID-19 pandemic. She will be transitioning into the private sector.
“Clear communication is not ancillary to governance—it is central to it,” Governor Leon Guerrero added. “Krystal carried that responsibility with professionalism, judgment, and a deep sense of duty to the people of Guam.”
John Ryan will assume the role of Director of Communications effective the next business day. Ryan brings extensive experience in public affairs, journalism, and business. He previously served as Communications Director during the second term of the Gutierrez-Bordallo Administration and worked as a local journalist before serving as an assignment desk editor and producer for ABC News in Washington, D.C. Since returning to Guam, Ryan has focused on the private sector, bringing strategic communications and operational experience to the Administration.
“John brings institutional knowledge, newsroom discipline, and a clear understanding of the responsibility that comes with communicating on behalf of the people of Guam,” said Governor Leon Guerrero. “His experience will ensure continuity and professionalism as this work continues.”
