The Guam Police Department has launched an Internal Affairs investigation following media inquiries about an alleged incident involving a high-ranking officer and a patrol officer during a traffic stop. According to GPD, the incident stemmed from a routine pull over for a traffic violation, after which a meeting was reportedly held involving the senior officer, members of the patrol officer’s command staff, and the patrol officer.
Police Chief Stephen Ignacio reportedly was not aware of the alleged incident prior to the media inquiries into alleged abuse of power by Colonel Joseph Carbullido. However, after the matter was brought to his attention, the chief reviewed the available incident reports and forwarded them to the department’s Internal Affairs Division for further investigation.
GPD officials said no additional details will be released at this time, citing the ongoing nature of the investigation and the need to protect the privacy of all individuals involved. Under department policy, Internal Affairs has up to 90 days to complete its review.
The department emphasized that it is following established protocols to ensure the matter is handled appropriately and thoroughly. No further comment will be made until the investigation is concluded.
