Voter turnout in Guam’s Nov. 3, 2026, General Election increased compared to the 2024 General Election, despite a decline in total registered voters.
Guam recorded 59,146 registered voters for the 2026 election, with a voter turnout of 53.11%, approximately 31,416 participants, according to the Guam Election Commission. By comparison, the 2024 General Election had 62,098 registered voters with a turnout of 48.77%, approximately 30,284 participants. This reflects a 4.34 percentage point increase in voter turnout, with roughly 1,132 more residents casting ballots, despite having nearly 3,000 fewer overall registered voters.
At the start of tabulations at the GEC Return Center, Executive Director Maria Pangelinan acknowledged that Election Day fell on a workday and that voter turnout may have picked up ahead of poll closures at 8 p.m.
"Toward the end of the evening, even right before dark, I heard there may have even been a line in Tamuning," Pangelinan said.
A key distinction between the two cycles is that the 2026 ballot featured gubernatorial and attorney general races, while the 2024 election focused on mayoral and public auditor seats. Both elections included races for the Guam Legislature, U.S. Congress, Consolidated Commission on Utilities, and the Guam Education Board.
It’s important to note that these figures remain subject to change pending the tabulation of mail in ballots and final certification by the GEC.
