Governor Lou Leon Guerrero and Rear Adm. Brett Mietus placed Guam in Condition of Readiness 1 at 4 p.m. Monday, signaling destructive winds are possible within 12 hours. Residents are ordered to remain home until COR 4 is declared.
Storm Outlook
Tropical Storm-Force winds are expected from sunset Monday through Wednesday night. Peak conditions arrive Tuesday, with sustained winds of 40 to 50 mph, gusts to 65 mph and heavy rain. Dangerous seas continue through Thursday.
Tax Relief
Governor Leon Guerrero issued Executive Order No. 2026-02 extending Guam’s income tax filing and payment deadline from April 15 to May 15, 2026, with penalties and interest suspended during the extension.
Shelters
Machananao Elementary is no longer accepting evacuees at 91 percent capacity. New arrivals are redirected to Astumbo Elementary and Maria A. Ulloa Elementary. As of 4:02 p.m., 761 of 2,623 total shelter spaces — 29 percent — were occupied island-wide.
Closures
Major retailers including Cost-U-Less, Home Depot, Kmart, Pay-Less and Village of Donki have closed. All local pharmacies are closed as of COR 1.
Healthcare
GMHA and GRMC maintain 24/7 emergency room operations. All Fresenius dialysis centers will be closed Tuesday. Patients needing assistance can call 1-800-626-1297.
Illegal Dumping
Guam EPA warned that illegal dumping during cleanup carries fines of $1,000 or more. Report violations to report@epa.guam.gov after COR 4.
