The Office of the Governor of Guam announced the launch of Guam’s annual Low Income Home Energy Assistance Program, offering financial help to residents struggling with home energy costs.
The program is funded through the U.S. Department of Health and Human Services and administered locally by the Guam Energy Office as a sub-recipient of a $742,930 allocation awarded to the Guam Department of Public Health and Social Services.
LIHEAP includes two assistance programs. The Crisis Assistance Program will provide up to $1,000 in utility debt relief for income-qualifying households facing disconnection from the Guam Power Authority. Applicants must have received a disconnection notice or already be disconnected. Applications open March 16, 2026, and will be accepted through Aug. 14, 2026, or until funds are exhausted.
The Cooling Assistance Credit Program will provide a $100 credit spread over five months (April through August) to help qualifying households offset electricity costs during the hotter months. Applications for this credit will be accepted March 16–27, 2026, on a first-come, first-served basis.
Director Rebecca Respicio said the program has helped more than 1,300 households over the past two years.
“Our office will evaluate all LIHEAP applicants for eligibility for our Weatherization Assistance Program, allowing us to further assist families with home energy conservation measures,” Respicio said.
Applications will be available online or in person beginning March 16 from 9 a.m. to 4 p.m. at the Guam Energy Office, 548 N. Marine Corps Drive, Tamuning. Completed applications must be submitted in person with supporting documents. Approved payments will be made directly to the Guam Power Authority.
