Governor Lou Leon Guerrero announced Saturday that Guam has joined 15 other states in launching the Governors Public Health Alliance, a new nonpartisan initiative aimed at strengthening coordination, preparedness, and response to public health threats across state and territorial borders.
The alliance, formed in partnership with governors from states including Hawaii, California, New York, and Illinois, will focus on improving data sharing, aligning public health guidance, and acting swiftly during emerging health crises such as disease outbreaks and global pandemics. “We’ve had cases of measles and other communicable diseases when our neighbors from the outer islands visit or pass through Guam,” Leon Guerrero said. “We know how important it is to protect access to vaccines and other public health protective measures.”
Through the initiative, governors and their public health teams will share best practices and coordinate on policies involving vaccine access, emergency response, and health security. The effort is supported by the nonprofit Governors Action Alliance (GovAct) and advised by public health leaders including former CDC Director Dr. Mandy Cohen, former Alaska Chief Medical Officer Dr. Anne Zink, and Dr. Raj Panjabi, former White House Senior Director for Global Health Security and Biodefense.
Leon Guerrero said the initiative complements Guam’s existing public health efforts, such as the Department of Public Health and Social Services’ Free Mobile Clinic launched earlier this year. “Joining this Public Health Alliance is one way to protect those services that our people so desperately need,” she said. Participating states have already begun coordinating on executive actions and developing policy toolkits to support unified responses to major health challenges.
