The Guam Power Authority says it will begin restoring electrical service immediately after Tropical Storm Sinlaku passes and once Condition of Readiness 4 is declared.

In an advisory released Thursday, GPA outlined a phased restoration process prioritizing hospitals, critical water wells and wastewater facilities, communications systems, schools and shelters, public safety and health facilities, and ports of entry.

Officials are urging residents not to overwhelm GPA Trouble Dispatch lines with calls about general service restoration, noting that updates will be provided to media, Guam Homeland Security/Office of Civil Defense, and GPA’s official social media channels.

GPA said its Automated Meter Infrastructure (Smart Meter Network) and Supervisory Control and Data Acquisition (SCADA) systems will be used to track outages and restoration in real time once communications systems are restored. The technology will allow the agency to identify where power has been restored and where smaller outage pockets remain across villages.

Trouble Dispatch will continue to take calls for hazardous conditions, including down energized lines, damaged poles, or blown transformers. GPA warned residents to stay away from downed lines and equipment, noting they may still be energized and pose life-threatening risks.

Residents reporting emergencies are asked to provide exact locations, contact information, and a description of the condition when calling GPA’s 24-hour Trouble Dispatch line at 475-1472/1473/1474 or via direct message on GPA’s Facebook page.

Officials emphasized that restoration updates will be continuously shared as recovery efforts progress.
