Governor Lou Leon Guerrero has adjusted her timeline for declaring Condition of Readiness 2 from 3 p.m. Saturday to 10 p.m. based on guidance from the National Weather Service on Super Typhoon Bavi.
The governor has sent a letter to President Donald Trump asking for Emergency Declaration for Guam as a result of the “imminent threat” posed by Super Typhoon Bavi. But while the Federal Emergency Management Agency (FEMA) acknowledged receipt of the governor’s request, the federal agency noted a “discrepancy”
“There is a discrepancy between the Governor’s cover letter and FEMA Form 010-0-13. The cover letter requests Public Assistance (Category B), limited to Direct Federal Assistance, while FEMA Form 010-0-13 requests Public Assistance (Categories A and B), Individual Assistance, and territory-wide Hazard Mitigation Program,” the letter from FEMA Region 9 Acting Regional Administrator Tammy Littrell states.
Despite the discrepancy FEMA confirmed that the request was “being processed” and the governor would be notified “once a decision is made.”
Littrell acknowledged that while the request is pending, Leon Guerrero would be providing assistance to Guam residents and re-establishing government services. She provided guidance on seeking federal reimbursements.
“To the extent that you are engaging in work that may be eligible for reimbursement if the requested Federal assistance is approved, the applicant and sub-applicants must comply with all applicable laws and regulations, including applicable environmental and historic preservation requirements,” Litrell states in the letter.
FEMA stressed this includes complying with contracting requirements of 2 CFR Part 200 and the necessity to obtain applicable permits.
FEMA offered to provide technical assistance if needed to meet this requirement.
