Gov. Lou Leon Guerrero has declared a state of emergency in anticipation of Tropical Storm Sinlaku, which continues to track toward Guam and the Marianas as of Friday evening.
The declaration, issued under Executive Order 2026-01, is based on forecasts and modeling from the National Weather Service Guam Weather Forecast Office, including the storm’s projected strength and potential impact on public health and safety. The governor said she intends to place Guam in Condition of Readiness 2 at 12 p.m. on April 12 as the storm intensifies.
According to the order, the National Weather Service is expected to elevate Guam to a Typhoon Watch on Saturday, April 11, with the potential for damaging winds of at least 39 mph within 72 hours. Forecast models also indicate the possibility of stronger impacts, including winds reaching up to 120 mph — equivalent to a Category 3 typhoon — and heavy rainfall of 15 to 20 inches across the Marianas.
The emergency declaration authorizes expedited government actions, including emergency procurement, overtime pay and funding for critical response efforts such as debris removal, heavy equipment rentals and medical support services. The Guam Homeland Security and Office of Civil Defense will lead emergency procurement efforts, while the Department of Public Works will oversee emergency construction-related procurements. The order is effective for 30 days unless extended.
