The Department of Public Health and Social Services has begun a modernization effort that could reduce delays and change how clients apply and access public assistance programs.

The department issued a request for proposals Tuesday, noting the first step is finding a vendor to modernize its integrated eligibility and enrollment systems for Medicaid, Supplemental Nutrition Assistance, Temporary Assistance for Needy Families and other public assistance programs.

"With the support of this administration and our federal partners, this modernization will help us reduce delays, strengthen accuracy, and make it easier for our clients to receive services with dignity and care,” DPHSS Director Theresa Arriola said.

According to DPHSS, the RFP is in response to a directive from the Leon Guerrero-Tenorio administration to improve client experience.

“When someone comes to DPHSS, they are often carrying more than an application. They are carrying concern for their loved ones and hope for a more stable future,” Arriola said. “Governor Lou Leon Guerrero and Lieutenant Governor Josh Tenorio have made it clear that improving the client experience is a priority, and we take that responsibility to heart."

Once the modernized system is implemented, clients will have an easier time submitting information, checking the status of applications and accessing information about their benefits.

"The goal is to create a more seamless experience for clients while giving DPHSS staff better tools to serve the community efficiently and accurately," DPHSS said.

DPHSS encouraged interested vendors to carefully review the RFP and adhere to the established timeline for questions and submissions.

  • Pre-bid Conference: September 22, 2026

  • Question Submission Deadline: September 25, 2026

  • Proposal Due Date: November 9, 2026, 3 p.m. ChST

DPHSS noted that key dates are subject to change.

DPHSS said, "questions about the RFP must be submitted to DPWelfarerfp@dphss.guam.gov, attention Zenaida Okada, no later than the close of business, 5 p.m. ChST, September 25, 2026."

"Written responses to questions will be issued and shared with all prospective offerors," DPHSS said.
