A Department of Corrections inmate is facing new charges after allegedly attempting to escape from the Mangilao prison facility over the weekend, according to court documents.
An affidavit of probable cause filed by Assistant Attorney General Aaron M. Boyce states that Joseph John Meno Topasna attempted to flee the DOC compound early Oct. 18. A Corrections Officer reported the incident around 1:56 a.m., after a second corrections officer heard rustling near a barbed-wire gate and discovered Topasna trying to climb the perimeter fence.
Topasna was restrained at the scene and sustained minor scratches on his arms, ankles, and left buttock, according to the report. During a later interview, he expressed feelings of homesickness and described his escape attempt as impulsive. He declined medical treatment and was later transferred back to DOC custody.
Topasna, who is already confined on multiple felony charges in an ongoing criminal case (CF0443-25) with a $3,000 cash bail, has now been charged with Attempted Felony Escape, a third-degree felony under Guam law.
