A Dededo man was arrested and charged with possession of a controlled substance after a traffic stop on Route 3 led police to discover suspected methamphetamine, according to an affidavit of probable cause filed by the Office of the Attorney General.
Jaybee Martinez Sarzaba, 43, was stopped by Guam Police Department officers at about 7:35 p.m. Feb. 9 near Swamp Road after officers observed his Honda Civic with expired registration. GPD dispatch confirmed the vehicle also lacked valid insurance, prompting officers to initiate a traffic stop, the affidavit states.
Police said Sarzaba appeared nervous during the encounter, stuttering while speaking and exhibiting uncontrollable hand shaking. Officers obtained consent to search the vehicle and found an Adidas rectangular pouch under the driver’s seat. Inside the pouch, officers discovered drug paraphernalia, including a makeshift glass pipe with burnt crystalline residue, two small resealable bags containing residue and a plastic straw sealed at one end. The pipe tested presumptively positive for methamphetamine, according to the affidavit.
Sarzaba was arrested at about 7:45 p.m. and later waived his Miranda rights at the Dededo Precinct Station, police said. He allegedly admitted the pouch and paraphernalia belonged to him and acknowledged the items contained methamphetamine. Prosecutors charged Sarzaba with possession of a Schedule II controlled substance, a felony under Guam law.
