Senator Chris Barnett has called for swift action from the Guam Police Department (GPD) to address what he describes as “urgent concerns” over reduced police presence in Tumon—Guam’s premier tourist and entertainment district. In a letter transmitted via email to Police Chief Stephen C. Ignacio, Barnett praised recent recruitment gains but warned that staffing shortfalls continue to jeopardize public safety.
“Maintaining the status quo is not a viable strategy,” Barnett wrote. “It does not serve the safety of our residents, our visitors, or the reputation of the Guam Police Department.” While acknowledging the hiring of 129 new officers under Ignacio’s leadership, Barnett expressed frustration over what he views as a passive approach to a worsening issue.
He also questioned the department’s strategy to invest in more All-Terrain Vehicles (ATVs) to bolster patrols, pointing out that increased equipment without sufficient personnel is unlikely to improve conditions. “We may soon have more equipment on hand than boots on the ground,” he cautioned, urging GPD to focus instead on immediate manpower solutions.
To address the matter publicly, Barnett formally requested an informational hearing with the GPD’s Oversight Chairperson to review deployment strategies, recruitment efforts, and operational priorities. “The people who live, work, and visit Tumon deserve to see increased visibility and a stronger police presence now,” he said.
